I just upgraded to Windows 8.1. I downloaded Classic Shell and it works find but only for the
current session. Once I log off and then log on the Windows start button returns.

Did you install Classic Shell before or after you upgraded to 8.1?

Can you elaborate what you mean by "works only for the current session"? Does it work after you restart?
Also, if you manually run ClassicStartMenu.exe, does it work?

When I log on now the Classic Shell start button is not there. If I manually run Classic Shell
exe Classic Shell loads and works just fine. However when I log off and then log on

later the Classic Shell start button has been replaced by the Windows 8 start button.

I hopes this explains my problem.

Open regedit and go to the key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
Create a new string value named Classic Start Menu and set its value to "C:\Program Files\Classic Shell\ClassicStartMenu.exe" -startup
See if that makes it work.

I had this problem as well and the registry edit fix worked. It takes a moment for classic start menu to start up, but it does change from the windows rectangle to the classic shell icon. It starts up after desktop icons and before gadgets appears.
