I have a dual monitor set up and it's set up to have a Classic Shell start button on each screen. Is there a way to force a window to open on the screen where I used the start button?

not directly through classic shell but http://www.displayfusion.com/ does have that functionality, and is compatible with classic shell. Its not freeware but it is 40% off right now for the holidays. I use it myself, and would highly recommend for anyone on a multi-monitor setup

You could also take a look at another app, Actual Multiple Monitors: http://www.actualtools.com/multiplemonitors/. I believe it is more lightweight and offers better performance, and a more usable user interface than the bloated DisplayFusion.
