The Taskbar is part of Windows, Classic Shell only adds a Start button/menu to it. This is a Windows bug.
For me, the following workaround works for this Windows 7 Taskbar bug - you must use the Taskbar Properties to move the Taskbar.
1. Right click the taskbar -> Properties. 2. Under Taskbar location on screen, select "Top" and click OK/Apply. 3. Lock the taskbar.
If you use this method instead of dragging the taskbar to the top, it does not let you move the title bar of a window below the taskbar.
