Classic Shell does not modify Win+Tab behavior in any way. If at least one Modern app is running then you can Win+Tab between it and the Desktop. With just desktop apps running, Win+Tab does nothing.
Also, if your Explorer.exe crashes while some Modern apps are running in the background, then you need to start the app again from the Start Menu or Start screen before you can use Win+Tab. This is a bug in Windows' Explorer.exe, not in Classic Shell. After an Explorer.exe crash, it does not appear in the Alt+Tab list either until to switch to the app again using the Start Menu or Start screen.
You could use an alternate switcher like VistaSwitcher which continues to show Modern apps in its list even if Explorer.exe crashes.
