When you have your Taskbar placement on the top of your screen (like macs) there is a bug, or really just an oversight, where you can drag a window past the bottom of the taskbar thereby making it impossible to ever get back to the menu bar of that window and move it anywhere. See attached screenshot. Just some info, I'm using Windows 7 Pro 64bit and I'm running dual monitors with the primary on the left. Both monitors are 1920x1200 in case that helps.

This is the default behavior in Windows, not a Classic Shell feature.
You can press Alt+Space to open the window menu, then select Move and then use the arrows to move the window back inside.

The Taskbar is part of Windows, Classic Shell only adds a Start button/menu to it. This is a Windows bug.

For me, the following workaround works for this Windows 7 Taskbar bug - you must use the Taskbar Properties to move the Taskbar.

1. Right click the taskbar -> Properties.
2. Under Taskbar location on screen, select "Top" and click OK/Apply.
3. Lock the taskbar.

If you use this method instead of dragging the taskbar to the top, it does not let you move the title bar of a window below the taskbar.

I am a Windows enthusiast and helped a little with Classic Shell's testing and usability/UX feedback.

Yea that is usually what I do is adjust the taskbar and then Windows resizes any open windows accordingly. Or sometimes since I have dual monitors I'll just expand the window horizontally until it gets to my second monitor and then I can grab the menu bar to drag the window down.
