how can I sort them and make them stay sorted?
Its even worse with "ALL PROGRAMS". RANDOMLY SORTED with lots of 'apps/applications is a 'pain' everytime you need one.

Search in settings for: sort. Right click inside All Programs -> Auto Arrange

What is random? Provide a screenshot please. Did you try right click on any item inside All Programs and "Sort by Name" (to sort it once) or "Auto arrange" to keep it always sorted. That function is there in Windows (at least for the classic menus till Vista, and then in Classic Shell) for the past 33 years.
