the start menu is shown for a moment, after 2 clicks it shows up being run down or truncated, and the next attempt to call Classic shell is without a result

Have you tried restarting your system?
Have you tried resetting all the settings to default values (save your settings.xml first)
have you tried uninstalling/reinstalling classic shell?
Have you tried fully uninstalling classic shell with the classic shell utility found on this page: http://www.classicshell.net/downloads/
Does right click still function to bring up the settings?

I even checked on a clean system and default settings. The effect is always the same - it does not work

Not sure if Classic Shell ever supported fast ring, prerelease types, as they change over time.
I would gamble that a formal public release would work unless Microsoft did some major change to explorer or security that deletes CSM ram memory?

It is definitely disheartening though to read your words.

Have you tried different versions of Classic Shell?
Do other programs have the same issue?
The good news is menu starts, just something is killing it off a little later.

On earlier versions, the insider worked. Something is probably wrong on the MS side, because all programs changing the Start menu have a problem with the operation. Classic shell is doing better because others hang the entire explorer and cause terrible lags

Replicated this issue on my PCs. Completely broken when used on Windows10 build 17692. Time to go to another product.

other products of this type do not work either. Additionally, they cause problems with explorer.exe and system instability

Mine works on 17704 but will not on 17692 (another PC). It mirrors the comments in the first post. I've tried everything that I can think of several times to no avail.

Try: https://github.com/passionate-coder/Cla ... .4.109-dev
It is the current off-shoot of classic shell.
Note that it is no-longer being developed by Ivo Beltchev and tho there have been no reports of malicious intent. I can not guarantee its integrity. (maybe once classic shell breaks for the official release of windows; Ivo may release a statement/redirect on the homepage, with his official support) (I will contact him to this extent)
