Classic Shell cannot fix anything in the files pane of Explorer (the one which shows files and folders). It can only do some minor fixes to the navigation pane (the one with only folders).

Maybe Tablet Mode got turned on in your Windows 10. Press Win+A keys together to show the Action Center. Turn off "Tablet Mode" from there. Also, to make sure only Classic Shell's menu is set to open, right click the Start button -> Settings. Check "Show all settings" at the top....

Can you show a screenshot or video of the problem to help us better understand it? Clicking a taskbar icon opens that app if it's not running. If it is running, it minimizes it when items are not combined. Simply exiting the Start menu is enough to undo its effects (right click Start button -> Exit)...

Yes, you just type the name of the skin. The Group Policy Editor places a lot of restrictions on the UI. It's not like the Settings dialog where the developer can easily customize or build his own UI.

Open Classic Start Menu Settings and go to Customize Start Menu tab. Enable the PC Settings item there (Display as a Link). If it is not there, press the Insert key (Windows 7 style Customize Start Menu tab) and change the newly added command to PC Settings.
