How do stop classic shell from automatically adding items to the top portion of the start menu. I know in Win 7 you right clicked taskbar and selected properties and disabled it there. With classic shell it only allows you to stop adding items to the jump list (bottom portion). I looked in advanced settings and didnt find a way to disable it, maybe I overlooked it.

It is called "Show recent programs" near the bottom of the Special Items tab. It is also in the Basic Settings tab.

That worked but now I am unable too pin the items I want to the start menu even after right clicking and selecting pin to start.

Pin to Start pins them to the Start screen. You will need to drag and drop them to the area or paste shortcuts in %appdata%\Microsoft\Windows\Start Menu.
