Is it possible to change just the highlight color for "New Installed Programs"? I love the various shades of blue in the theme, but the highlight is greenish yellow/brown. Would LOVE to change it to a light ice blue!

You can edit any skin in the freeware tool called Resource Hacker to reduce or change the highlight color. The bitmap for highlighting is stored in some bitmap resource inside the skin file (it should be saved as a 32-bit BMP with transparency) and the values inside the skin file to be modified are Main_new_selection and Submenu_new_selection.
