My goal is, like many others, to get Windows Explorer as Windows XP-like as possible. Is Classic Shell able to modify the Windows 7 taskbar to look like Windows XP? I am specifically referring to the Luna theme for the taskbar.

0. That's how much. Classic Shell does not modify system files like Explorer.exe.
To change the look of the taskbar you will have to modify the system theme. Look at sites like deviantart for new themes or help with creating your own.

There is a free app called UxStyle (www.uxstyle.com). It allows you to use unsigned themes from sites like Deviantart.com. There are hundreds of visual styles (themes) at Deviantart.com which will help you make the Taskbar look like Windows XP. As for making it *work* like Windows XP, get 7+ Tasbkar Tweaker (another freebie from www.rammichael.com).

Note that Classic Shell bears no responsibility for any third party app recommendations. They are only for your convenience.

Well see I thought the start menu was a part of explorer (hence, ending explorer also takes away your start menu). But obviously when installing Classic Shell it didn't restart Explorer, so that makes sense.

Yeah, I did have that installed. I wasn't sure to what extent themes could modify it. I need to explore it more.
