How do I place PC Settings under Start Menu (Windows)? I know that it is possible since it is on my other Windows 10 PC; which was downloaded that way. This computer it didn't and I have yet to figure it out? :D

Open Classic Start Menu Settings and go to Customize Start Menu tab. Enable the PC Settings item there (Display as a Link). If it is not there, press the Insert key (Windows 7 style Customize Start Menu tab) and change the newly added command to PC Settings.
