There is no toolbar added to IE (Internet Explorer). There is only a toolbar added to Windows Explorer (File Explorer). For IE, it adds back the text to the title bar, and some missing things to the IE status bar.

Then is it the Classic Explorer page (window) that is not appearing. I like the window with the three icons in the upper right hand corner home , favorites and tools. To make it easier for me to explain my problem, I am using Classic Shell version 4.1.0 on an older laptop using windows 8. That is the window I want for my new computer to start up with. I hope this makes it easier for you to help me.

Those buttons you mentioned are not added by Classic Shell but are a built-in part of Internet Explorer. You need to contact Microsoft Windows support. Maybe you are using Microsoft Edge which has an icon similar to IE but is a completely different browser. Post a screenshot if possible.
