Until some days before ClassicShell functioned very well on my PC with Windows 10 Pro x64, but more recently I get the message 'This app was blocked because of security reasons', see attached picture (german) ! The message says 'An administrator has blocked the execution of this app' and the so called editor is 'Not trustworthy'!
My username has all rights of an administrator and is the onlyone administrator besides the main administrator.
I have de/reinstalled ClassicShell but there is no change, ClassicShell is blocked. But why? Is there a problem with the certificate? How can I repair ist?
Can anyone help, please?

The certificate expired. You need to uninstall Classic Shell, then download and install version 4.2.5c.

Ivo, if I uninstall my current version of Classic Shell, and reinstall the newest, will I lose all my Classic Shell settings?

Not sure what is the tool bar, is there a screenshot I can refer to?

Your settings are preserved when you uninstall Classic shell.

The toolbar is the Explorer toolbar added by Classic Shell if you installed the Classic Explorer component. On Windows 8 and Windows 10, not hiding the toolbar before uninstalling won't make that much of a difference because most Explorer windows have the Ribbon (except for a few like Control Panel).
