One of the sole redeeming characteristics of Windows 10 for me is the Taskview function where I can create an switch between virtual desktops. But after having installed Classic Shell, when I select Taskview, there is not way to create a new virtual desktop (the icon/link to do so is now missing.) Is this a known issue with Classic Shell, or am I the victim of an unhappy coincidence?

It looks like the latter because Classic Shell does not affect Task View in any way. Right click the Taskbar and you can choose to show/hide the Task View button on the Taskbar. The buttons that appear inside it to create virtual desktops are not affected or changed in any way by installing Classic Shell.
