In the "real" old menues one could have folder with pop-up sub-menues at the top of first level (pinned programs).
If I add folder here in Classic Start Menu they get no sub-menu as they do if I add them under "Programs" (see image).
Is there a way to make folder pinned to the top of the first meny levet have sub-menues as well as in XP?

It is possible to have folders in the Main Menu expand folder too. Open Classic Start Menu Settings and use the Backup button to "Save to XML file..." a copy of your settings. Attach/upload the XML here so we can know your menu configuration. Then I can tell you how to make the folder expand in the top-level menu (once we know how you have configured it).

I have no folders at this level right now.
Should I add one before I send the file?
Anyway I attach the current config file

I see that you have the option "Expand folder shortcuts" turned off on the "General Behavior" tab. Turn it on and any folders you pin by right clicking -> Pin to Start Menu (Classic Shell) will expand like regular cascading menus.

Aha. So there is a global option for this as well :-)
I just saw the local option og each entry where you can clear the "don't expand"
