I am doing a new Win 8.1 build. (I have not ever used 8.1 yet) and was advised to use Classic Shell.
Which version should I download as I see that latest version is talking about Win 10?
Will that latest version also work for 8.1 or should I go back?

Always get the latest version. For the foreseeable future it will keep supporting Windows 7, 8, 8.1 and 10.
