I have v4.0.4 Classic Start on a Win7 Home Premium PCs

CS for Win10 is released but I am running Win7 on all machines.

Do I stay with v4.0.4 ... or do I need to update ?

You can update to the latest Classic Shell on Windows 7 too. It is fully supported as of version 4.2.2. In fact, not all the improvements are for Windows 10, many improvements in all releases are for Windows 7 too.
