So I noticed a few weeks back that my start menu would lag for a second or three before opening. Taking my headphones off, I could quite clearly hear one of my drives spinning up, so the culprit was clear. But I couldnt figure out what had caused it to start happening.

First, I turned off jumplists. Didn't help.

I then dug around a bit and saw a suggestion to try Sysinternals process monitor. This gave me a clue. Every time I click the start menu button, this occurs:

Operation: FASTIO_NETWORK_QUERY_OPEN

Path: F:\Users\Matt\Desktop\TeaTimer.lnk

I recall that I tried to use an old timer program I kept on my old drive and clicked the shortcut link (since the shortcut was still looking at a C: location, it didn't work). I ended up just deleting the short cut and re-downloading the timer, but for some reason now, Classic Shell appears to still be looking at it, and with it, lagging my start menu.

I uninstalled/reinstalled CS and this is still occuring. Any suggestions of what may help?

Well if the menu only lagged when you deleted the link; try re-creating the link with the same name, and location :P (Honestly this isnt a proper fix, but if it works it works...)

Well, I re-created the link, pointed it to a location on the F drive, used it, then re-deleted.

Start menu still goes looking for the file, but now it no longer spins up the drive. I am so confused.

Are you saying that the start menu looks for a file "F:\Users\Matt\Desktop\TeaTimer.lnk" even though no such file exists? This may be possible if the file is in the Windows frequent programs database. Temporarily turn off the recent/frequent programs from the Main Menu tab in the settings and see if that fixes the issue.
