It would be easier to set group policy options if the structure of the entries resembles the UI settings dialog.

I modified the group policy template (attachment "ClassicStartMenu.hierarchy.admx" in "ClassicStartMenu.hierarchy.zip") by adding additional (sub-)categories.

This is not complete, since I concentrated on the Windows 7 style for Windows 8.1.

In the adml language file, two strings were missing:
  • string id="CSM_str_24">Compatibility Fixes<
  • string id="CSM_str_26">Autostart Delay<
A description about the effect of these settings should be added.

[2014-03-04/edit:]
- Added the attribute maxValue="16777215" to CSM_GlassColor; without it, only color values up to "9999" can be set for "Menu glass color".
- Hierarchy structure adjusted

That's a neat idea, but as you noticed, the options move around depending on style. It is not possible to do this in the static policies. Also some settings depend on the OS version, like the "Windows 8 settings" tab can be renamed to "Windows 8.1 settings"
