I think the best long term solution would be if someone developed a full shell replacement (remember LiteStep?) that allows classic Windows-like look and behavior by default. That way people would be free to upgrade to modern OSes for the improvements under the hood, without having to take it together with the random GUI changes Microsoft decides on.
It doesn't have to stick only to classic Windows GUI, but having the flexibility to feel and function like that would make more people adopt it, and maybe from there explore other skins/themes/forms.
It's the same problem with every new Windows version. While some new things are good, others are bad, and some old features are gone. It's been like that since the Win9x to XP transition, and it's been getting worse. If Win8 is any indication, Win9 is going to be completely unusable without a good 3rd party shell.
