When I go to the control panel it shows up as the "large icons" option. I switch it to "category option" then when I go to re-open control panel again, it is "large icons" option. I was wondering is there an option in the settings of classic shell to force category option.

Yes there is an option. The behavior is controllable from Start Menu settings, not Classic Explorer settings.
Open Classic Start Menu settings. If you are using Classic Shell 4.x and Windows 7 style, the option to open Control Panel in category view in Windows Explorer is on the Main menu tab but you can also use the search box to find it.
For classic styles of the menu in Classic Shell 4.0 and in Classic Shell 3.6.x, the same setting is on the Special Items tab.
Note that this only affects how the Control Panel opens in Explorer when it is launched from the Start Menu, and not how the Control Panel shows inside the Start menu.
