Why the copy dialog does not get replaced under Win8?

On Win7 Classic Shell replaces just the dialog but leaves everything else the same. It basically reskins the UI.
On Win8 the dialogs have changed in a way that a simple reskinning won't work. To get the old workflow back you will need a complete replacement of the copy engine (which Classic Shell doesn't do). There are few programs out there that offer such functionality.
