the app itself is likely creating the shortcut in the start menu folder for windows.
Right click the start button go to settings
search 'pinned'
and select 'use pinned folder'
Hopefully that solves it.

aside from:
it was probably already there.
Try right clicking the start button and select 'open' see if its there if-so delete it.
if-not try right clicking the start button and selecting. 'open all users'
that should solve the issue, unless the app is being really persistent and re-adding the shortcut every-time it is deleted)

then your options are very limited
A: go to classic shell, and remove the 'programs folder' creating a new folder then copy all the contents of the programs folder and paste them in this new folder. This new folder will appear the same, however any new apps will no-longer have their shortcuts added to the start menu
B: uninstall the app
C: ignore the shortcut
D: write a script/program that automatically removes the shortcut whenever its created
