The problem with making it work like you requested is that if the user clicks "All Programs" just a few milliseconds before the menu opens by hover, it will open the menu and then close it immediately. Some users rely on a mouse click to open submenus while some rely on hover. To support both scenarios, submenus doesn't close when clicked again.

Oh right, there was a delay added in some version for "inside menu" All Programs if the user happened to click it just a few milliseconds before it showed the list. I guess the same could be done for cascading menu: eventually it's up to Ivo to decide whether it's worth coding.
