Is it possible to change the dark blue background colour of the menu which pops up when right clicking an active program on the taskbar?

See image attached.

The dark blue background makes it difficult to see the options unless they are hovered over.

Alternatively, the font colour being lighter would also improve clarity.

This happens if you have applied a custom Windows theme and has nothing to do with Classic Shell.
