How do i get to the Windows 8 Start Screen with all of the apps listed from Classic Shell? If so, how do I return to Classic Shell?
Am I able to toggle between the two?

by default: holding down shift, when clicking the start button, or pressing the windows key opens the original start menu. This behavior can be tweaked in classic shells settings (right click the start button, and select settings)

There is also a shortcut called Start Screen inside the Start Menu. Or use Shift+win key, Shift+left click on Start button as Jcee said. It is configurable from the "Controls" tab of Classic Start Menu Settings.
