When I click on the start button and view the list of programs, Classic Shell is no longer there, though I know the program is running.

Which OS are you running it on? You are getting a Start button but clicking it shows something else? A screenshot will be helpful. Is ClassicStartMenu.exe shown in your Task Manager?

Try one of the following:

Go to C:\Program Files\Classic Shell
grab the little folder icon in the navigation pane, drag it over the classic shell button, then programs, then drop it.
This will include everything in this folder however.

Alternatively if you only want links to certain files/folders navigate to; C:\Program Files\Classic Shell, create shortcuts to whatever files, select them all, hit ctrl+X
then right click the start button, select open all users (or just open if you don't want it in the start menu for other people on that computer)
next open the "programs" folder, and paste(ctrl+V) your shortcuts there (or in a subfolder if you chose)
