I've installed Classic Shell on dozens of Windows 8/8.1/10 computers and never had a problem but I've now got a Windows 8.1 computer that seems to have some kind of problem with Classic Shell (the latest version). I did try and search in the forums and I found a reference to someone else having a problem on a computer that had Webroot Endpoint Anti-Virus but his solution was to turn it off; I had to find the login to the admin account on the Webroot website and make each computer self managed and then I was able to turn it off. (this computer has the most recent version of Webroot Endpoint Security 9) I uninstalled, rebooted and reinstalled (running the installer as admin) and while it complained that not all programs could be closed it installed unlike before where it complained about a dll not being registered, but even after a reboot when I click the start menu I just get the tiled start screen.

Does anyone have an idea what the problem could be? Is Classic Shell completely incompatible with this anti-virus?

If it has been installed before, its possible that the settings are causing this issue
try navigating to classic shells install folder, and run the shortcut 'Start Menu Settings' then navigate to the controls tab

If all is well on this tab, its possible that classic shell isnt starting up with windows, inwhich case create a shortcut to ClassicStartMenu.exe in your startup folder to see if that remedies the issue

Run it, save a log file, and send it to me.

When I run the installer there is no option to create a log file so is one created automatically? Is it located in Program Files\Classic Shell?

I'm working on this and now I'm finding a problem that leads me to believe this is not a Classic Shell problem but a Windows / security or rights issue. When I try to go to the Classic Shell program directory I get the message "You don't currently have permission to access this folder" and "Click continue to permanently get access to this folder" and when I click Continue I then get a message "You've been denied permission to access this folder". I checked and the user is an administrator (and this computer is not part of a domain) so I'm consulting some Windows people to try and determine what the problem is and how restore normal rights and privileges. I think if I get that fixed then Classic Shell will work normally.
