Right click the Start button -> click Settings (Einstellungen). Check "Show All Settings" (Alle Einstellungen anzeigen). Go to the Main Menu (Hauptmenü) Tab. Look at the Setting: Shutdown menu items (In German: Herunterfahren Menü Einträge).

If you want only a Shutdown button and no menu, set the value of the setting "Herunterfahren Menü Einträge" to windows_security and set the setting "Shutdown command" (Herunterfahren-Befehl) to: Shutdown dialog (Abmelde-Dialog).
