I want to be able to open Classic Shell with the Windows key (just like how it is now) but open the Windows 10 start menu with Ctrl + Win instead of Shift + Win. Start8 was like this and I'm used to the shortcut by now. I tried looking in the INI but couldn't find anything.

Ctrl+Win is not an option. You can get used to Shift+Win or there is a setting "Additional Windows Menu hotkey" where you can define a shortcut like Alt+C.
