I would suggest windows 10 if you are going to upgrade, as it would be free (windows 8 wouldnt be)
windows 10 should run slightly better in older hardware like a netbook.. but dont expect worlds of improvement (unless your computer is running slow because its bloated, then a fresh install of any windows would do the trick

If you are an advanced user, stay with Windows 7.
If you are a casual user, you could upgrade to Windows 10 although I believe it's a complete disaster of an OS but non-power users are unlikely to notice anything wrong.

With Windows 10, you will get a Store and fun apps like games. But you get less control over the OS compared to Windows 7. Gadgets are removed, there are some annoying feature like forced auto updates. The apps are quite dumbed down.

I would agree that apps are just 'dumbed down programs' and I personally don't use them often... but for the average user, having a store where you know all the downloads are relatively safe is quite a nice feature..

as for which version;
If you can get windows 10 pro x64 for free, that is the one I would recommend (If you have windows 7 pro, or ultimate then you can get 10 pro, however if its windows 7 home/standard you may be limited to windows 10 home without paying a substantial sum)

If your system is fully updated, there should be an icon on the bottom right in your system tray. Click it and reserve your copy (it should then prompt you when its ready to download/install, this may take a few days (because they are still rolling out windows 10)
