It just rolls back and fouls up my 3.6.5 install. I've also tried "safe boot" and "diagnostic startup," but no go.System restore gets me back on track.

Start Event Viewer and see under Windows Logs -> Application log if there are any Windows Installer (MSI) related errors and what it says. You can right click the "Application" log to hide "Information" events and show only Warnings and Errors.

Try turning on the MSI logging with the /l switch as shown here: http://www.classicshell.net/faq/#install_commands
Also see if manually extracting the MSI file (32 or 64-bit) and then running it directly helps in any way.

Looks like a permissions issue. Does the SYSTEM group not have full control over C:\ProgramData\Microsoft\Windows\Start Menu\Programs\?
