Ok a bit wierd but here goes...
Disable transparency checked, Color intensity pre-set to 50%:
both taskbars are transparent. Secondary is less transparent than my primary, both have color.
Disable transparency Un-checked, Color intensity pre-set to 50%:
now my primary taskbar isnt transparent, and wont change colors with theme (stays solid black) my secondary monitor is more transparent than it was with disable transparency checked.
Closing classic shell:
both monitors are transparent
Disable transparency checked, color intensity set to 100%:
both monitors have transparency disabled (or atleast very hard to see)
Disable transparency un-checked, color intensity set to 100%;
Primary display is flat black in color, and wont change colors with theme. secondary monitor is transparent.
Also Toggling 'disable transparency' does seems to be getting inverted seemingly randomly. (sometimes it switches around, to where being checked removes the transparency from my primary, and not my secondary, or both, or neither, or secondary but not primary. Same with unchecked)

Have Display fusion on, but am not using the taskbar component of it.
Using windows 8 x64; and the inbuilt taskbar on both screens.

Everyonetry going to:
Control Panel\Appearance and Personalization\Personalization\Color and Appearancethen setting Color intensity all the way to the right, and pressing save changes
then toggling the transparency setting.
