Hi,

When creating a GPO to push out specific settings for CS start menu, do I have to create a WMI filter for "Windows 2012 Server"? If I don't create a WMI filter, will it apply and change the setting of Windows 7, 2008, etc...?

I have no idea what WMI filter is :) So probably not.

WMI filters can be added so you can filter PCs by criteria before the GPO is applied to it: https://technet.microsoft.com/en-us/library/cc754488(v=ws.10).aspx

Yes. Classic Shell on Windows 7 and Windows Server 2008 R2 has one set of Group Policy settings. Classic Shell on Windows 8 and Windows Server 2012 has another. Some of the policy settings are common. If your GPO includes Windows 7-specific or Windows 8-specific Classic Shell settings, then to make the GPOs apply to the right PC, add a WMI filter.
