So you are getting a Start button? Right click on it, then click Settings. Set 'Left click opens' to Classic Start Menu, set Shift+Click opens to Windows Start screen. Does that solve the problem?

C:\Program Files\Classic Shell\ClassicExplorerSettings.exe

Try running that file, then if it opens try clicking backup at the bottom of the window

edit: my bad, Start Menu Settings.exe needs ran to as Ivo points out

No, that would save the settings for Classic Explorer only.
You need to run the Start Menu Settings shortcut in the same folder.

so, did you:
  • Go to Classic Shell settings
  • Click "Advanced options" at the bottom
  • Go to the "Controls" tab
  • Where it reads "Left Click Opens", select "Classic Start Menu"
  • and where it reads "Shift+Click Opens", select "Windows Start Menu" or "Windows Start Screen"?
you have done that?
