Is this possible to disable the Classic Menu Settings when you right-click on the Windows 7 Start Button?

Not individually. There is a way to disable the settings completely, which will remove the item from the right-click menu.
Look at the Administrative Settings section in the help.

I have checked the Administrative Settings in the Help Section, but I am not seeing it?

Create a DWORD value named EnableSettings in either HKCU or HKLM and set it to 0. If it is in HKCU then potentially the user can change it. If it is in HKLM, then only admins can change it, but it applies to everybody.

Got it that worked. Anyway to remove the Help Context Menu when you right-click the start button?
