Hello, I have Win 8.1 with all the same Classic Shell settings on both systems. On my desktop when running any app, say Spotify, a title bar will appear when my mouse pointer is moved to the top of the screen with the close, minimize and maximize buttons available - this is what I want on both systems. Currently on my laptop, I cannot get the title bar to appear with any running app, the pointer changes to a hand the can move the active window to half screen, etc. What setting(s) can I change on my laptop to get the same function that I have on my desktop?

This is not Classic Shell functionality. You need to install Update 1 for Windows 8.1 to get the title bar for Modern apps.

I believe even with Update 1, on devices with touch screen the title bar won't appear.
