Classic Shell does not install icons on the desktop and it does not open any windows automatically.
What happens when you click on the start button?

The blue shell button shouldn't appear by default on Windows 8.1. It appears your settings are messed up.

What happens if you right-click on the blue shell button? Do you get a menu with a Settings option? If so, click it, then press the Backup button and select "Reset all settings". Then log off and see if you get a start menu.
