Classic Shell does not install icons on the desktop and it does not open any windows automatically. What happens when you click on the start button? |

The start button being the blue shell? Nothing happens. |

The blue shell button shouldn't appear by default on Windows 8.1. It appears your settings are messed up. What happens if you right-click on the blue shell button? Do you get a menu with a Settings option? If so, click it, then press the Backup button and select "Reset all settings". Then log off and see if you get a start menu. |
