On Windows Server 2012 and Windows 8 RTM, desktop apps are intentionally delayed by Windows from starting as soon as possible. Try doing this tweak and see if it loads faster: http://winaero.com/blog/how-to-reduce-t ... windows-8/

If you click on the desktop tile or press Win+D can you get to the desktop sooner? If you can, do you see the start button?

I have a policy to open desktop instead open tiles for all users,

All users log in to remote desktop normally with Windows RDS client from their PCs and they get Desktop with start button only thing is it takes 30-40 secs to load

Then uncheck the setting "Start automatically for this user". See if that makes things faster. If it does, then as soon as you get to the desktop try running ClassicStartMenu.exe manually. See if it opens quickly or takes a long time for the start button to appear.

I can't even recommend you to upgrade to Server 2012 R2 as it's a paid upgrade, unlike Windows 8.1. :) But it might get rid of the startup delay altogether.

I have not yet tried to remove the GPO yet but do you think if I install the latest version it will fix it, I am using CS 4.0.2 also will it keep the setting for me if I upgrade to latest?

Thanks
