I believe in the XP start menu there were three buttons, one for Shutdown, one for Log off and one for Restart. I don't suppose any settings in ClassicShell allow to replicate this, in place of the Shutdown button with the menu opening.

For classic styles of the Start Menu (Classic or Classic with two columns), you can go to the Customize Start Menu tab and add the Shutdown related commands as subitems under the Shutdown main item. Then double click Shutdown dialog main item and check the option "Insert sub-items as buttons".

Get the XP like icons as part of this ZIP: https://www.dropbox.com/s/ozkb9av08hnol5n/Icons.zip

Double-click on the "shutdown dialog" item in the Customize Start Menu tab. Check the option "Insert sub-items as buttons". Then the contents of the shutdown menu will show as a row of buttons on the main menu. By default they won't have icons because there are no icons in the shutdown menu. You will have to specify an icon for each of the sub-items. It will look something like this: http://www.classicshell.net/gallery/Start-Menu/search
