I'm trying to get the title bar (the one that has the Minus, Maximize and Close buttons) because I have a black start menu and for some reason Windows doesn't put white text on black title bars

You know, the menu bar on the top of a file window that has the Minimize, Maximize, and Close buttons. I wish i was better at explaining it.

OK, you mean "the title bar of File Explorer"? It has nothing to do with the start menu, or Classic Shell for that matter.

Ok, then this link is more relevent to you: http://www.addictivetips.com/windows-tips/best-windows-8-1-themes/

Or you can just google windows 8.1 themes and go from there (there is some setup requirements for custom themes outlined in the link provided)

Unfortunately, Microsoft removed title bar transparency/glass after Windows 7. Windows 8 and 10 need the paid Aero Glass app to get back title bar transparency. Using it on Windows 10 is painful because the OS keeps changing. You could use a third party theme after installing UxStyle (which unlocks the use of third party themes) but even that is painful on Windows 10 because the OS keeps changing.
