If you have installed Classic Start Menu, then you would have observed that a right click on the Start button shows the Classic Shell's right click menu.

You can shift+right click on the Start button to access the Win+X menu.

Also, in Start Menu settings -> Controls tab, there is an option called "Right click opens Win+X menu", which if checked reverses this behavior, meaning plain right click will show the Win+X menu and Shift+right click will show the Classic Shell context menu.
