I use classic shell 4.02 and run windows 8.1 ploblem is the classic shell does not start up when the computer starts and when I restart the computer, then I open the classic start menu and press ok when it starts up

If you upgraded in-place to Windows 8.1 from Windows 8, you need to do a Repair installation of the same version of Classic Shell that you have or install a newer version. That should install all the missing bits again for Windows 8.1. If the Start Menu does not start automatically at startup after doing this, then place a shortcut to C:\Program Files\Classic Shell\ClassicStartMenu.exe in your startup folder.
