I have changed the default folder icon, but Classic Shell still displays submenus with the older one. Only newly installed programs are displayed with the new icons. How can I reset Classic Shell icons cache?

Delete %localappdata%\ClassicShell\DataCache.db, exit the menu and start it again.

Are you not using the latest version of Classic Shell? In an older release, Datacache.db was stored at %appdata%\ClassicShell
