When I run Windows (win7x86) without explorer.exe as shell, classic startmenu can't be opened with usage of WIN key. But SHIFT+WIN still works.

Is Windows key bound to explorer.exe somehow so it can't be used without it?

The start menu runs inside the explorer process.
What does Shift+Win do?

I was using alternative shell (SharpEnviro) instead of explorer.exe.
SharpEnviro partially uses explorer.exe and Classic StartMenu loads normaly. But can't use Win Key.

I couldn't say what is causing such behavior. It is ether explorer.exe or SharpEnviro.

It would be great if Classic StartMenu could run with and without explorer.

You could try installing AutoHotkey, and set it up to open this shortcut: "C:\Program Files\Classic Shell\ClassicStartMenu.exe" -toggle (or wherever your program is installed)" when the hotkey is pressed (I assume AHK can use the windows key, otherwise maybe a different key will suffice?

If I RUN shortcut or command containing "ClassicStartMenu.exe -toggle", nothing happens.
But, AutoHotKey did help. I have remapped LWin and RWin to press Shift+LWin. Only I now can't use Win Key as modifier.

the above shortcut should work if you had the right filepath, but as long as you are satisfied with your current results thats good to hear :)

I do have right filepath, and it does not work.
You can try and recreate my situation, maybe you'll have more luck. :)

All you have to do is install SharpEnviro (http://sharpe.sourceforge.net/),
then in SharpE Shell Switcher select SharpE as shell and check Separate Explorer process.
Restart PC (Win7).

1. Try Win Key for open StartMenu
2. Try and run ClassicStartMenu with switch -toggle.

Tell me is it working or not... maybe my OS is more broken then I thought it was.
