Is this a bug?

<No Text> is displayed on Windows Server 2012 R2 (RTM).

On Win 8.1 it displays 'Games' at this position.

Yes, the Games special folder is not there in Windows Server. You can hide it from the Customize Start Menu tab (set it to 'Do not display this item').
