I don't believe it. Win7 start buttons are premultiplied.
I was fixing someone's Windows 7 computer and noticed the start button has brighter colors especially on hover. On my Windows 10, the same button is darker when using Classic Shell.
After all these years I never knew that Windows 7 start buttons are premultiplied.
I used that program "Create Aero Compatible PNGs" to make images show correctly on non-Windows 7 systems.
You may have to force Win 10 to run the program:
