In Windows 7, holding control and clicking the "Up" button would open the parent folder in a new window.

In Windows 8/8.1, holding control and clicking the "Up" button opens the parent folder in the same window (not a new window).

As a workaround, I've been adding the "Up" button to the Classic Explorer toolbar. (It still honors the control+click command properly.) However, it'd be nice if the "Up" button next to the address bar could maintain this behavior as well.

Up button in the address bar is not added by Classic Shell on Windows 8 and above so this is not possible. So use the Up button on the Classic Explorer toolbar.
